Referring to my interview yesterday with Mr.

Spiller, I have now had an opportunity of examining the

priced Bill of Quantities for the Shing Munn Tunnels

under the Contract made with Sir W. G. Armstrong Whitworth

& Co., comparing same with my report of the 23rd October,

1928, dealing with the question of a subway for carry ing

the pipes across the harbour instead of laying them in a

trench dredged in the bottom of the harbour. The

specification and quantities, which I now return herewith,

show that the tunnels on the Shing Munn Scheme were in

hard rock and difficult country not easy of access, all

of which influence the price. In the case of the cross

harbour proposed subway, access is available at all points

for plant and material by water transit.

The size of the tunnels on the land side have

been constructed approximately the same size as suggested

in my report, and contain the same cubic yards of

excavation in both cases. The area is the same, and

without taking into consideration the different situation or conditions, the price should be approximately the same.

I find that in Armstrong's contract, the rate

given for excavating the tunnels, including plant etc.

complete, is 110 Dollars or 11 per foot. In my report

I quote a figure of £10 per foot with an addition of

£10,000 /
